Inspur Yunhai 2.0 assists the Ministry of Water Resources to develop a smart system


General descriptions: data collection, resource integration and data sharing are one fundamental principle and important goal of the informatization of the Ministry of Water Resources. This plan illustrates the general design concept of the solution of the data center of the Ministry of Water Resources. The whole system is collectively planned and deployed to reduce the management workload, increase management efficiency and realize safety control in a real sense while fully and efficiently supporting the operation of the operating system of the Ministry. This solution is significant as a transitional one in the informatization work of the Ministry and highly valuable to the establishment of a green data center that enables data concentration and functional zoning.

Project background

Operating challenges: with the incessant development of informatization, the Hydrological Bureau of the Ministry has deployed lots of independent servers for various types of application systems to satisfy the ever-increasing demands for informatization in the last couple of years. However, the original independent server application mode faces certain challenges with the development of businesses and the elevation of application level. The conventional application-based system platform gradually reveals many problems which can generally be summarized as follows: difficult utilization of multiple equipment, difficult sharing of isolated data, difficult synchronization of multiple platforms, difficult integration of widely distributed systems, high complexity and low service level.

Difficult utilization of multiple equipment

The Hydrological Bureau of the Ministry has 7 machine rooms with over 200 servers whose brands, models, specifications and service periods are different.

Nearly 20 cabinets are deployed in No. 1 machine room which has an area of about 100sqm. The spaces are highly limited and two more cabinets can be deployed at the maximum.

The machine room has a highest capacity of 100KW and only 15KW remains at the maximum now.

80% of the server resources have a low utilization ratio and it is increasingly difficult to utilize these devices to the maximum extent.

Difficult sharing of isolated data

The existing systems of the Hydrological Bureau of the Ministry of Water Resources are isolated and the system data can hardly be shared.

The devices of various organs are fully independent in the conventional mode so that low-level repeated constructions occur frequently.

The data resources are discrete and the utilization ratio is low.

Difficult integration of widely distributed systems

Some new application systems will be launched every year in the future and therefore the number of physical servers will keep increasing.

Each data center has a stringent division of responsibilities and each step requires the simultaneous implementation by administrators of several organs. It takes a long time to add a new system.

Various applications have their respective data receiving system, data exchange system and application system, database system. Such a large number of systems can hardly be scientifically integrated.

High complexity and low service level

The Hydrological Bureau of the Ministry of Water Resources has many operating systems, including Windows, Linux and UNIX. Servers of different software manufacturers and different types and versions have to be deployed. Therefore, it is highly complicated to add the necessary application services.

It is also hard to provide stable and efficient service supports to cope with the ever-increasing informatization needs of various operating organs.

The response period is long once any hardware is in trouble.

The management is complicated and the nearly 10 machine room management personnel can’t even satisfy the management requirements.

Demand analysis

Cloud computing is a new-type informatization mode. Through cloud computing, it is possible to effectively integrate and utilize and collectively manage resources of the data center. In this project, the client expects to link the various water resource administrations of a provincial (regional and municipal) level and provide a high-speed and reliable transmission channel of data, images and other information between these administrations via the cloud computing platform. Upon completion of the platform, the Phase 1 project will include the central data platform for the national water resource monitoring and management and the Phase 2 project will relocate the national flood and drought prevention command system and reservoir resettlement system.


In this project, Inspur provides 4 8-way servers TS850, Yunhai OS and VMware 5.0 enterprise enhanced version. TS850 is a high-performance server that supports user businesses; Vmwware provides a virtual platform and network safety to the user’s bottom layer. Yunhai 2.0 provides the management platform for the whole cloud computation. Upon completion of the platform, it will be delivered to the Ministry of Water Resources in the form of system services. The requirements of various operating systems on the physical hardware will increase in line with the increase of the application systems. It can integrate existing application systems and realize the fast delivery of IT services.

Inspur adopts high-end 8-way server TS850, VMware vSphere 5.0 enterprise enhanced version and cloud management platform – Inspur Yunhai OS V2.0 solution to establish the cloud computing platform of the Ministry of Water Resources. While ensuring full satisfaction of the performance and reliability requirements of the operating system, it can substantially reduce the quantity of servers, general power consumption and management costs, effectively reduce the direct power consumption of existing IT infrastructures and alleviate the spatial pressures on the machine room.

Cloud management platform – Inspur Yunhai OS V2.0 involves multiple core technologies in the resource management, scheduling and multi-resource-pool integration of the cloud data center and technically solves the problems encountered in the conventional informatization mode, i.e. difficult sharing of isolated data, difficult synchronization of multiple platforms, difficult integration of widely distributed systems and difficult utilization of multiple equipment, and substantially increases the system flexibility, availability, system utilization ratio and general service ability. Through uniform planning and deployment of the whole system and via efficient server, it is possible to realize remote server management, fault pre-alarm and status monitoring, reduction of management workload, increase of management efficiency and safety control in a real sense when the operation of the water resource operating system is fully and effectively supported.
