Luxi County is located in the southeast of Yunan Province, and in the north part of Honghe Hani and Yi autonomous region. The county covers an area of 1674 square kilometers. It has a mild plateau monsoon climate free from winter coldness and summer heat; the sunshine is ample here and the rainfall moderate. The hospital climate fosters a people with long history of civilization.
To build a safe and comfortable community for local people, Luxi government grants special funding to carry out safe city project, which entails a large integrated management system. The project not only covers public security issues, city management, traffic controlling and emergency respond and recovery, but also meets the demand of disaster forecast, public supervision, as well as integration of alarm system, and broadcasting system.
Building a safe city refers to creating peaceful and safe environment through the three guarding systems, i.e. electronic protection, physical protection and civil defense. A complete protecting system is based on the interaction between electronic protection, physical protection, civil defense and management systems. Specifically, it includes alarm system, television monitor system, access control system, electronic patrol system, parking system and anti-explosion safety check.
In the first place, a safe city is the need of public security administration and loss/crime prevention. Current society witnesses massive change and frequent flows of people, money and commodity, the overwhelming information makes it even more challenging for public security organizations to protect citizens from crimes and accidents. Traditional ways of public administration and loss/crime prevention no longer keeps up with the pace of present society. As a large integrated management system, the project not only covers public security issues, city management, traffic controlling and emergency respond and recovery, but also meets the demand of disaster forecast, public supervision, as well as integration of alarm system, and broadcasting system.
To fulfill the requirements of loss/crime prevention and to benefit public security, there are several requirements on building a reliable video surveillance system.
1. Electronic patrol system. The video surveillance system must provide a visualized on-line patrol that is more efficient and covert than police patrol and squad car. It may be a better deterrent to criminals.
2. Respond to 110 alarm. Via the video surveillance system, policemen can oversee the neighborhood once an alarm is reported, thereby effectively commanding and deploying the police team. In addition, the surveillance system installed on the squad car can offer an onsite record of the alarm-settling. The video record on one hand protects the policemen at site and on the other hand regulates the process of alarm-settling.
3. Supervision over various public places. The video surveillance system supervises the neighborhood in real time, and monitors certain places such as overnight eateries, pubs and other entertainment places. Once conflicts happen or just begin to take shape, the police can immediately deal with them. The video record also assists further investigation of cases.
4. Arresting criminals in places where crimes run rampant. The video surveillance system can be used to track or identify criminals in places where crimes are rampant, thus protecting the people effectively.
5. Detecting cases involving motor vehicles. When dealing with cases involving motor vehicles, such as traffic accidents and hit-and-run cases, the video surveillance system can provide video record for analysis and arbitration of accidents. The system also keeps clues and evidences for the detection of hit-and-run cases.
Video surveillance system is used more and more frequently in public places. Videos and images grow increasingly important in the detection of criminals, especially in big and serious crimes. This has won the video surveillance system the name of the 4th prop of the police.
Taking all the requirements into consideration, Inspur selects IP SAN network to store and transmit the videos. The storage has a capacity of 1000TB, which can accommodate the data of thirty days from 400 high-definition monitors. If calculated by the usual high-definition data rate of 8Mb, the capacity=8/8×3600/1024×24(hours)×30(days)/1024×400=1000TB. To ensure data security, high-level fault-tolerance and overall high performance, Inspur creates a global spare and two sets of RAID5 for each hard disk group, with each set tolerating capacity loss of three hard disks. Seven Inspur AS500N2 servers support IP SAN and provide raw capacity of 1344TB and available capacity of 1092TB, exceeding far the storage need of 400 high-definition monitors.
Apart from the storage capacity, band width and buffer memory are also significant factors in the system. Each AS500N2 is configured with four accesses to gigabit-per-second wired nets, which can broad the bandwidth exponentially. They are able to be extended to 10 gigabit-per-second Ether and IB network to meet the communication need of back-end storage in the future. Video storage requires large buffer memory, so each AS500N2 is configured with 16GB cache memory. Each camera generates 1MB data volume per second, and each storage port receives 250MB per second (actual efficiency is 30% in test), so the system is sufficient for 75 cameras working at the same time and thus makes it possible to develop multi-channel video. Inspur uses server NF5280M3 to organize and process the videos, because it is configured with four accesses to gigabit-per-second wired nets that help to ease traffic load of data transmission. Inspur NF5270M3 is used as the media server, while Inspur NF5270M3 as the data processing server. In this way, the whole system can operate with maximum efficiency and stability.

Extensible AS500N2: Considering the read-write characteristics of streaming media, server AS500N2 has a standard 16GB memory that can support large amount of concurrent flow. The configuration is also flexible, which enables extension in the future. Its memory has capacity of maximum 48GB; and its bandwidth can be broadened to 10 gigabit-per-second.
